Are children allergic to Barack?

For this feature and future articles, we intend to go back to Barack Obama's often troubling and strange words during the primaries.

He does not make a great deal of sense very often. Take the January 31st debate where Wolf Blitzer asked him about healthcare and his response included this puzzling sentence:

We both want to emphasize prevention, because we've got to do something about ever escalating costs and we don't want children, who I meet all the time, going to emergency rooms for treatable illnesses like asthma.

Are those children going to the emergency room due to some asthmatic reaction from Barack's presence?

Who are these children that he says "I meet all the time"?

Is he like Pig Ritter, setting up clandestine meetings with underage children?

Is he meeting these children in emergency rooms?

It's all so confusing and so beside the point of the question he was asked.
